Wer darf an dem Participatory Budgeting teilnehmen?

Es sind alle aktiven TUM-Mitgliederinnen und Mitglieder eingeladen an dem PRIMA Participatory Budgeting 2024/2025 teilzunehmen. Aktive TUM-Mitgliederinnen und Mitglieder sind Studierende, die zum Zeitpunkt der Beteiligung immatrikuliert sind, und Mitarbeitende der Universität.

Was ist der thematische Fokus und warum wird ein Fokus gesetzt?

Das PRIMA Participatory Budgeting 2024/2025 an der TUM konzentriert sich auf Maßnahmen, die die aktive oder geteilte Mobilität fördern oder die Qualität des Campusumfelds verbessern und zu einer nachhaltigen Mobilität an der Universität beitragen.

Der Fokus ergibt sich durch das Projekt PRIMA, zu welchem das Participatory Budgeting gehört. PRIMA befasst sich mit den Rahmenbedingungen für die Nutzung nachhaltiger Mobilitätsangebote für Beschäftigte und Studierende an der TUM. Warum konzentriert sich das Participatory Budgeting nur auf dem TUM Campus Garching Forschungszentrum?

Das PRIMA Participatory Budgeting 2024/2025 ist ein Pilotversuch für die Verbesserung von Partizipationsprozessen an Universitäten. Aufgrund dieses Test-Charakters und begrenzter Ressourcen ist die Umsetzung physischer Maßnahmen auf den Standort Campus Garching Forschungszentrum begrenzt. An diesem Standort besteht nicht nur ein großer Handlungsdruck, sondern zugleich die vergleichsweise größte Handlungsfreiheit der TUM. Nichtsdestotrotz ist es möglich, digitale Maßnahmen zur Verbesserung der Mobilität vorzuschlagen, die standortübergreifend der gesamten TUM-Community zugutekommen. 

Wer organisiert das Participatory Budgeting?

Das PRIMA Participatory Budgeting 2024/2025 wird von dem sogenannten "PB Committee" organisiert, welches aus dem PRIMA Projektteam besteht und durch Expertinnen und Experten aus dem Mobilitätsbereich ergänzt wird.

Das PRIMA Projektteam setzt sich zusammen aus dem TUM Sustainability Office, dem Lehrstuhl für Siedlungsstruktur und Verkehrsplanung und dem Lehrstuhl für Verkehrstechnik bearbeitet. Weitere Informationen zum Projekt finden Sie hier: PRIMA - TUM Sustainability Office

Wie kann ich einen Maßnahmenvorschlag einreichen? 

Sie können einen Vorschlag über das Maßnahmen-Einreichungsformular einreichen. Bitte reichen Sie jeden Vorschlag einzeln ein.

Für Ihren Vorschlag benötigen wir einen Titel, eine Beschreibung (ca. 300 Zeichen), den thematischen Fokus, den Anwendungsbereich und eine Kostenabschätzung. Wenn Sie einen Vorschlag für eine physische Maßnahme einreichen, können Sie auch einen spezifischen Ort vorschlagen.

Optional können Sie Ihre Kontaktdaten (Name, TUM-E-Mail-Adresse) angeben, damit wir Sie bei Rückfragen zur Maßnahme oder im weiteren Verlauf des Programms kontaktieren können. Die Angabe der Kontaktdaten ist freiwillig.

Wer prüft die Maßnahmenvorschläge?

Die Prüfung der Maßnahmenvorschläge erfolgt in drei Schritten. 

Im ersten Schritt prüft das PB Committee, ob die eingereichten Vorschläge die Kriterien erfüllen. Falls dies nicht der Fall ist, werden die Vorschläge für den weiteren Verlauf des Programmes aussortiert. Es wird angestrebt die Gründe für den Ausschluss transparent mitzuteilen.

Im zweiten Schritt werden die Maßnahmenvorschläge, welche die Kriterien erfüllen, ausgearbeitet. Dies geschieht, um die Realisierbarkeit in Abstimmung mit den verantwortlichen Stellen der TUM zu prüfen. Zusätzlich bringen sich Studierende über das Seimar Regional Governance in die Ausarbeitung der Maßnahmen ein.

Die Ausarbeitung wird von dem PB Committee begleitet. Sollte die Anzahl an Vorschlägen die Kapazität des Kurses übersteigen, erfolgt die Ausarbeitung durch das PB Committee.

Im dritten Schritt werden die ausgearbeiteten Maßnahmenvorschläge final geprüft und zur Wahl freigegeben. 

Wie viele Maßnahmen werden umgesetzt?

Insgesamt steht ein Budget von ca. für die Realisierung der Maßnahmen zur Verfügung. Bei einem maximalen Budget von 10.000€ pro Maßnahme ergibt dies rechnerisch eine Umsetzung von 8 Maßnahmen. Innerhalb jeder Kategorie soll mindestens eine Maßnahme umgesetzt werden. 

Dennoch behält sich das PB Committee vor, die Anzahl der umzusetzenden Maßnahmen zu begrenzen, da dies auch von den personellen Kapazitäten der jeweiligen Abteilungen (unter anderem ZA4) abhängt. 

Wie erfahre ich, ob mein Vorschlag zur Wahl zugelassen ist?

Wir wollen alle Vorschläge in einem Sammelbund veröffentlichen. Darin sollen sowohl die zur Wahl zugelassenen Vorschläge als auch die anderen Vorschläge aufgezeigt werden. Für die Vorschläge, die nicht zur Wahl zugelassen werden, möchten wir den Grund angeben, um die Transparenz zu ermöglichen und die gesamte TUM Community zu informieren.

Was passiert mit Maßnahmenvorschlägen, die nicht zur Umsetzung ausgewählt wurden?

Wir schätzen Ihre Vorschläge sehr. Deshalb werden Vorschläge, die nicht den Auswahlkriterien entsprechen oder im Rahmen der Abstimmung nicht zur Umsetzung ausgewählt wurden, nicht einfach verworfen. Sinnvolle Vorschläge werden gesammelt, kategorisiert und als Empfehlungen an die zuständigen Stellen weitergeleitet, um eine mögliche spätere Umsetzung zu prüfen. 

Wie verläuft die Abstimmung?

Die Abstimmung verläuft digital über das BayernCollab. Durch eine Anmeldung mit der TUM-ID und dem zugehörigen Passwort wird gewährleistet, dass nur aktive TUM-Mitgliederinnen und Mitglieder an der Abstimmung teilnehmen können.

Die Teilnahme an der Abstimmung ist freiwillig. Jeder Person stehen insgesamt sechs Stimmen zur Verfügung, die wie folgt verteilt werden:

• Kategorie 1 „Digitale Maßnahmen für die gesamte TUM-Community“: Es dürfen maximal drei Stimmen vergeben werden.
• Kategorie 2 „Physische Maßnahmen am TUM Standort Garching Forschungszentrum“: Es dürfen maximal drei Stimmen vergeben werden.

Pro Kategorie wird mindestens die Maßnahme mit den meisten Stimmen umgesetzt. Danach werden die Maßnahmen in Relation zu der absteigenden Anzahl der Stimmen unabhängig der Kategorie umgesetzt.

Die Abstimmung findet vom 05. - 12. Februar 2025 statt. Es wird entsprechend vorab beworben und kommuniziert. 

Who can participate in the Participatory Budgeting?

All active TUM members are invited to participate in the PRIMA Participatory Budgeting 2024/2025. Active TUM members include students who are enrolled at the time of participation and university employees.

What is the thematic focus, and why is a focus set?

The PRIMA Participatory Budgeting 2024/2025 at TUM focuses on measures that promote active or shared mobility, enhance the quality of the campus environment, and contribute to sustainable mobility at the university.

Why does the Participatory Budgeting focus only on the TUM Campus Garching Research Center?

The PRIMA Participatory Budgeting 2024/2025 is a pilot project aimed at improving participatory processes at universities. Due to its experimental nature and limited resources, the implementation of physical measures is restricted to the Garching Research Campus. This location has both a high need for action and the greatest freedom for implementation. However, it is possible to propose digital measures that can benefit the entire TUM community across all locations, particularly in improving mobility.

Who organizes the Participatory Budgeting?

The PRIMA Participatory Budgeting 2024/2025 is organized by the “PB Committee,” consisting of the PRIMA project team and supplemented by experts in the field of mobility.

The PRIMA project team includes the TUM Sustainability Office, the Chair of Urban Structure and Transport Planning, and the Chair of Traffic Engineering. More information about the project can be found here: PRIMA - TUM Sustainability Office

How can I submit a proposal?

You can submit a proposal using the measure collection form. Please submit each proposal individually.

For your proposal, we ask you to provide a title, a description (approximately 300 characters), the thematic focus, the scope of application, and a cost estimate. For physical measures, you may specify a recommended location if applicable.

Additionally, you have the option to provide your contact details (name, TUM email address). This allows us to contact you with questions about the proposal or for further updates. Providing this information is voluntary.

Who reviews the project proposals?

The review of the project proposals takes place in three steps. 

In the first step, the PB Committee checks whether the submitted proposals meet the criteria. If not, they are excluded from further consideration, with reasons for exclusion shared transparently. 

In the second step, qualifying proposals are further developed to assess feasibility, in coordination with relevant TUM departments. Students also contribute through the "Regional Governance" seminar. 

Finally, the refined proposals are reviewed and approved for voting. If course capacity is exceeded, the PB Committee will handle further development.

How many measures will be implemented?

A total budget of approximately €80,000 is available for the implementation of the measures. With a maximum of €10,000 per measure, this allows for the realization of up to 8 measures. At least one measure should be implemented within each category.  

However, the PB Committee reserves the right to limit the number of implemented measures, as this will also depend on the capacity of the relevant departments (including ZA4).

How will I know if my proposal has been approved for voting?

We plan to publish a compilation of all proposals, including both those approved for voting and those not selected. For proposals that are not approved, we will provide the reason to maintain transparency and keep the entire community informed.

What happens to project proposals that are not selected for implementation?

We greatly value your proposals. Therefore, proposals that do not meet the selection criteria or are not chosen for implementation in the voting process will not simply be discarded. Meaningful proposals will be collected, categorized, and forwarded as recommendations to the relevant departments for potential future consideration.

How does the voting process work?

Voting takes place digitally via BayernCollab. By logging in with the TUM ID and the corresponding password, it is ensured that only active TUM members can participate in the vote.

Participation in the vote is voluntary. Each person has a total of six votes, which are distributed as follows:

• Category 1 “Digital measures for the entire TUM community”: a maximum of three votes may be awarded.
• Category 2 “Physical measures at the TUM Garching Research Center”: A maximum of three votes may be awarded.

At least the measure with the most votes per category will be implemented. Thereafter, the measures will be implemented in relation to the descending number of votes regardless of the category.

The vote will take place from February 5-12, 2025. It will be advertised and communicated accordingly in advance.
