Generally, you can choose between a statutory health insurance and a private health insurance, whereas the private insurance is the common choice for Professors at TUM since they are employed as civil servants (Beamter). When you become a civil servant, you receive Beihilfe (financial assistance to help cover medical expenses) from the Free State of Bavaria.
The Beihlfe is calculated according to a personal percentage of the eligible expenses. This is 50% for active civil servants and 70% for civil servants on parental leave. For eligible spouses and partners, the allowance is 70% and for children 80%. The remaining costs must be covered by a private health insurance.
If you take out public health insurance as a civil servant, your employer does not have to cover any payments. You are obliged to pay the full contribution of 14,6 % plus additional contribution to the public health insurance by yourself.

Children are eligible dependants of persons entitled to Beihilfe as long as they are eligible for the family allowance according to the Bavarian Salary Act (§ 3 Para. 1 No. 2 BayBhV).
The spouse will only receive Beihilfe if the spouse's total income in the second calendar year before applying for the allowance was less than 20.000 EUR and will also be less than this amount in the current calendar year.
