United States Court of Appeals for the 4th Circuit

The Role of the Judiciary in a Democratic Society

The Honorable James A. Wynn, Jr. has been a judge on the United States Court of Appeals for the 4th Circuit since 2010. He previously served as a Judge on the North Carolina Court of Appeals for almost twenty years and as a Certified Military Judge in the U.S. Navy Reserves for nine years. He is a graduate of the University of North Carolina at Chapel Hill, Marquette University, and the University of Virginia.  Judge Wynn has long engaged with topics relating to the role of the judiciary in a democratic society, with a special focus on judicial independence, including as Vice Chair of the Board of Directors at Justice at Stake, a nonpartisan campaign working to keep state and federal courts fair, impartial, and free of politics and special interests, as a member of the American Bar Association (ABA) Rule of Law Initiative Commission, and as a long-serving member of the ABA‘s Standing Committee on Judicial Independence. In his talk in Munich, Judge Wynn will discuss the independent judiciary, its importance in a democratic society, and challenges it faces, especially in the United States, today.
