About the District
Moabit is an inner city locality of Berlin. Since Berlin's 2001 administrative reform it belongs to the newly regrouped governmental borough of Mitte. Moabit's borders are defined by three watercourses: the Spree, the Westhafen Canal and the Berlin-Spandau Navigation Canal. Moabit West, a mixed-use district, proved to be an excellent blueprint for the applied research project “Smart Sustainable District”, which aimed at steering towards a climate-neutral district through urban regeneration processes. The project delivered intelligent urban solutions, far and foremost through intelligent urban planning processes, an integrated data infrastructure and a stakeholder management that allowed for innovative pathways.
The project partners in the Climate-KIC network represent a wide range of experts from the private and public sectors and the academic and research community who are keen to apply their skills to turning existing approaches in individual districts into integrated solutions.

District Challenges and Opportunities
The process of creating integrated solutions is co-developed with key local stakeholders as well as through citizen inputs. During two stakeholder workshops, challenges with high demand and immediate implementation value were identified. It was highlighted by a majority of the stakeholder participants that a coordinating agency (neutral management entity) would be the key to create a “Smart Sustainable District” on base of the “Green Moabit” framework. The SSD management tool was accepted as transitional tool to manage an implementation driven development process with the following leading transformation principles:
1. Green-tech district by Smart Citizens
2. Transparent decision-making processes (multi-level governance)
3. Integrative urban society (Smart City as bottom-up concept)
4. Integrated infrastructure systems
5. Attractive public spaces
The following are the main oppourinities. The main references for these opportunites are the outcomes of the “STEK Green Moabit” (2014), the Scenario Game workshop hosted in March 2015, the Speed Dating workshop in November 2015, and the Kick-off workshop in February 2016. All workshops were attended by a variety of district stakeholders, city representatives, civil initiatives and infrastructure service providers, as well as SSD and Climate KIC expert

Urban Gallery Moabit:
The Urban Gallery is a real-time modelling, decision-making and management tool that enables different stakeholders to create, evaluate and modify scenarios of development for a particular area. The scenarios are created by direct interaction between the stakeholders and through their real-time manipulation of a digital database. It is a new approach to urban planning that can address the complexity and dynamic character of, for example, climate change mitigation. The climate change mitigation and energy efficiency are the most current focus areas where Urban Gallery is being applied. Urban Gallery is uniquely suited to provide a robust framework for handling ever-changing conditions in urban environment. This is achieved by means of choreography, coevolution, urban curation and cybernetics. The Urban Gallery is a methodology that enables us to look at specific territory, identify its elements, and understand problems and opportunities. Further it enables us to create and manage planning scenarios. It is made of four distinct layers through which it is possible to holistically understand and act within this territory. These layers are set so to inclusively discuss and incorporate matters concerning spatial, economic, political and social issues in a sustainable manner. These layers are Database (DB), Prototypes (PT) Scenario Game (SG) and Action Plans (AP).

The Streetlight Energy Simulator:
The Streetlight Energy Simulator is a web-based urban energy simulation platform. It allows to do urban energy simulations by an interactive and collaborative interface combined with a 3D visualization environment. The simulation scenarios are based on the replacement of streetlamps (gas lamps vs. LED lamps). For these scenarios the demonstrator calculates energy related parameters (CO2 emissions & energy consumption) as well operational costs in a user-defined area of interest. In addition, the demonstrator visualizes the different lamp types in a 3D city model. Thus, not only operational parameters but also the visual appearance may be considered for the replacement of street lamps.
The simulator was developed in a joint collaboration between virtualcitySYSTEMS GmbH, the European Institute For Energy Research (EIFER), Électricité de France SA (EDF), and the Chair for Sustainable Planning and Urban Design at the TU Berlin. The platform integrates the EVEREST simulation platform of EDF/EIFER into the 3D spatial-data infrastructure of virtualcitySYSTEMS. It was integrated into the BrainBox of the TU Berlin and presented at the Metropolitan Solutions 2016 in Berlin. The project was funded by the Climate KIC project 3DGPC which is part of the Low Carbon City Lab (LoCaL).

Low Carbon Mobility
The applied tool (system) for this crowdmapping process is called “Mark a Spot”, which is an open-source system, used Germany-wide by different city administrations for crowdmapping processes and civic engagement. This system is adapted and further developed in regard to the project’s needs. From the beginning of November 2016, two platforms for residents and commuters are online for scienario generation and development.
